From Mobilisation to Handover

Capital project delivery in a live environment means refurbishing, upgrading or futureproofing a building while the people who use it are still working, studying, researching or being treated in it. Most writing on project delivery assumes an empty site. Real projects rarely work that way, and delivering one without breaking the operation around it is a different discipline entirely.

This piece is for the people who live with the consequences of how a project is delivered: estates leads, operations directors, FM managers and senior stakeholders. It follows a project from mobilisation through to handover and beyond, picking up where our August series on designing and costing a capital project left off. It deliberately connects the world of construction to the world of ongoing building management, because a project does not end at practical completion. It ends when the building is running well.

IN OUR EXPERIENCE

In our experience, delivery in a live environment succeeds or fails on two things above all: engagement and communication. The technical work matters, but it’s the quality of communication between everyone involved that determines whether disruption is managed or merely endured. That theme runs through everything below.

1. What makes capital project delivery in live environments different

Construction in an occupied building carries pressures that an empty site never does. The work has to fit around the operation, not the other way round. The specific pressures vary by sector, a hospital, a school, a laboratory and an office each demand different things, but the principles are constant: phase and sequence the works to minimise disruption, communicate clearly with building users so expectations are set, and never let health, safety and welfare slip because the building is busy.

What counts as a live environment?

A live environment is any building that has to keep operating while the works go on around it. In practice that means occupied schools, colleges and universities; hospitals and clinical settings; research laboratories and biological services facilities; leisure centres and swimming pools; museums, historic properties and heritage sites; and civic and operational public buildings. The defining characteristic is not the type of building. It is that closing it is not an option.

CDM 2015 regulations place real duties on you as the customer, not just on the contractor. Understanding those responsibilities early is part of setting a project up properly, and it is one of several areas where compliance has to be designed into the project rather than checked at the end. Those duties also sit differently at each stage, which is easier to plan against once you can see where a project falls in the RIBA Plan of Work.

IN OUR EXPERIENCE

We most commonly deliver this kind of work in academic settings, leisure centres and laboratories, alongside museums, historic properties and heritage sites, environments where services simply cannot be allowed to fail. The hardest part is rarely the construction itself; it’s maintaining HVAC and other critical services while the work goes on around them. In heritage settings that pressure is sharper still, because stable environmental conditions protect collections and building fabric, and the existing structure limits how services can be routed. On a biological services facility, an electrical swap-over of a live rising busbar had to be executed without interrupting the facility, the sort of operation that depends entirely on planning and communication, not luck.

CASE STUDY

2. Stakeholder engagement and communication: The core of capital project delivery

In a live environment, stakeholder management isn’t a soft skill, it is the core of delivery. The typical cast includes the customer’s project manager, professional consultants and advisers, the building users themselves, and specialist roles such as laboratory managers. Each needs to know different things at different times.

Good practice is straightforward to state and harder to do consistently: map your stakeholders so you know who needs to know what and when; build a communications plan that people actually use; manage expectations at every stage; and when something goes wrong, communicate it honestly and early. Keep the governance clear, too, the distinction between the project sponsor and the project manager matters when decisions need making.

IN OUR EXPERIENCE

Good stakeholder communication is what allowed us to deliver complex live swap-overs at Queen Mary, and UCL without incident. The flip side is just as instructive. The communication failures we see are mundane but costly: being unable to access work areas because of permit and key issues; being unable to receive deliveries because graduation or festival dates weren’t shared; and poor attendance at pre-start meetings, which leaves the whole project short of knowledge for its entire duration. None of those are construction problems. All of them are communication problems.

3. Managing risk throughout capital project delivery

A risk register is only worth having if it is used. The discipline is to build one that works in practice, distinguishing design risk from construction risk from operational risk, being clear about who owns each risk, and using early warning mechanisms (as NEC contracts formalise) so issues surface while they can still be managed cheaply. Unmanaged risk does not disappear; it matures into a claim or a dispute.

Risk that is not made visible early does not disappear either. It gets priced into the number as contingency before anyone sets foot on site.

IN OUR EXPERIENCE

The biggest single risk we encounter on refurbishment work is defective existing plant. The projects that go well are the ones where that risk is acknowledged and made visible early, through validation surveys and RAG reporting, so the customer can make an informed decision to replace it now or accept the risk knowingly. Early awareness is what turns a potential crisis into a managed line on the risk register.

4. Business as usual, keeping the operation running during the works

Protecting business as usual starts before the first disruption, not after it. That means planning for temporary facilities, decants and phased moves; protecting staff productivity and morale through clear communication; and, critically, coordinating between the project team and the in-house FM and maintenance team. When those two teams do not talk, the operation is the first casualty.

IN OUR EXPERIENCE

Across the biological service units we’ve worked in, it was business critical that services had to remain fully operational throughout. What protected the operation every time was the same combination: effective communication between all stakeholders, and a genuinely live, well-maintained risk register. Neither is glamorous; both are decisive.

5. Contingency planning and disaster recovery on live projects

Construction rarely goes exactly to plan, so plan for the moments when it does not. Programme delays, supply chain failures and material shortages, damage to existing fabric or services, each needs a considered response rather than an improvised one. Be clear in advance about business continuity: who is responsible for what, and what the emergency response on site looks like, role by role.

It is worth remembering that how delay and variation are valued was decided long before the delay happened, in the contract terms you signed.

6. Project completion, sign-off and transition

‘Practical completion’ is a precise milestone with real contractual and practical consequences, not just the day the scaffolding comes down. Managing the close of a project well means handling snagging properly, asking the right questions before sign-off, understanding how to use the defects liability period, and securing your O&M manuals, warranties and as-built drawings. These documents are not paperwork for its own sake; they are what makes the building maintainable.

What does practical completion mean?

Practical completion is the point at which the works are certified as complete enough for the building to be handed over and used, even if minor items remain outstanding. It starts the defects liability period, usually transfers responsibility for insuring the building, and typically releases half the retention. What counts as ‘complete enough’ depends in part on the procurement route chosen at the outset.

IN OUR EXPERIENCE

One hard lesson worth passing on: a practical completion certificate should never be issued without the maintenance team accepting the handover. We’ve seen plant left effectively un-maintained, with warranties affected, because completion was certified while the people who would maintain it were absent. Phased handover and phased acceptance of plant and warranties avoid exactly this.

7. Handover: The bridge into facilities management

This is where a project either sets the building up to run well, or quietly stores up cost for years to come. A seamless transition from contractor to FM team depends on the FM team understanding exactly what they have taken on: a complete asset register, condition information, and a clear picture of what hard and soft FM needs to be in place from day one. Planned preventive maintenance should be set up before the project ends, not bolted on afterwards.

IN OUR EXPERIENCE

What FM teams should receive at handover is, in our experience, threefold: complete O&M documentation, proper training on the new systems and plant, and a soft-landing maintenance offer to bridge the first weeks of operation, along the lines of the BSRIA Soft Landings framework. What is most commonly missing is final certification and the presence of key stakeholder representatives at the point of handover. The hidden cost of getting this wrong is real, a poor handover translates directly into reactive maintenance, avoidable call-outs and remedial works. A well-delivered handover makes the FM team’s life easier for the entire life of the building.
