What Every Customer Needs to Know About the Design and Construction Process

If you have ever sat in a project meeting and heard talk of “Stage 3 sign-off” or “Stage 4 design” and quietly wondered what it all meant, you are not alone. The RIBA Plan of Work is the framework the UK construction industry uses to organise every building project into eight stages, numbered 0 to 7, from the first strategic conversation through to the day-to-day use of the finished building. You do not need to be a construction professional to understand it, and knowing your way around the stages puts you in a far stronger position to make good decisions at the right moments.

RIBA Stages 0 and 1: Deciding and defining your project

Stage 0, Strategic Definition, asks the most important question of all: do you really need to build?

This is where the business case is tested and options are appraised. A refurbishment, a reorganisation of existing space, or doing nothing at all might serve you better than a new project.

Stage 1, Preparation and Briefing, turns that decision into a project brief.

Surveys are commissioned, the site is appraised, the project team starts to take shape, and an initial budget and programme are set. The quality of your brief at this stage shapes everything that follows.

IN OUR EXPERIENCE

The single most valuable thing a customer can do at Stages 0 and 1 is engage their own maintenance team. They know the building, its plant and its quirks better than anyone, and their input gives a true appreciation of the scope and its impact. In our experience, failing to involve them is one of the most common and costly mistakes made during design and costing.

RIBA Stages 2 to 4: Design in increasing detail

Stage 2, Concept Design, is where the first real design proposals appear.

You will be asked to approve an architectural concept, so this is the moment to speak up. Changing your mind later becomes progressively more expensive.

Stage 3, Spatial Coordination, resolves the technical detail.

The architectural, structural, mechanical and electrical designs are coordinated so they all work together, the cost plan is updated, and the planning application is usually submitted at the end of this stage.

Stage 4, Technical Design, produces the full technical information needed to build.

This is typically when the project goes to tender and a contractor is appointed.

IN OUR EXPERIENCE

Stage 3 is the stage that causes the most issues, and the one most often underestimated. If poor information goes in, poor design comes out. It is also where a common misconception takes hold: that once planning is approved, the design is complete and ready to be costed or tendered. It is not. Planning consent confirms what you may build, not how it will be built, and tendering on an unresolved design is one of the fastest routes to provisional sums, variations and disputes. On a recent university laboratory project, our validation surveys of the existing services, carried out before Stage 4 design began, showed that the Stage 3 design we had been handed was incorrect. Catching it then, rather than on site, protected both the budget and the programme.

RIBA Stage 5: Manufacturing and construction

Stage 5 is when the contractor takes possession of the site and the building work happens.

Many customers assume this is where the project truly begins. In reality, it is where the decisions made in Stages 0 to 4 are delivered. There is no design work at Stage 5 beyond responding to site queries, which is exactly why the earlier stages matter so much. Your role shifts to contract administration, change management and staying informed through progress reporting and site visits.

RIBA Stages 6 and 7: Handover and use

Stage 6, Handover, begins at practical completion and runs through the defects liability period.

This is when you should receive your building manual, O&M documentation, as-built drawings and warranties, along with training on any new systems and plant.

IN OUR EXPERIENCE

The biggest issue we see at handover is a lack of attendance from the primary maintenance stakeholders. Accepting a practical completion certificate without the maintenance team formally accepting the handover means plant can go unmaintained from day one, which affects warranties and stores up cost. Insist the right people are in the room, and treat non-attendance as a risk, not a formality.

Stage 7, Use, lasts for the life of the building.

Post-occupancy evaluation checks whether the building performs as intended, and the baton passes to your facilities management and maintenance teams. A well-run project makes their job easier and cheaper from the very first day.

Why following the RIBA stages pays off

The RIBA Plan of Work is not bureaucracy for its own sake. In our experience, projects that respect the stages see fewer design errors, better budget control, stronger regulatory compliance, clearer accountability, and buildings that simply perform better in use. Skip or compress a stage and you rarely save time; you usually just move the cost somewhere more painful.
